HTTP proxy at proxy.server:3128

Although "nseindia.com" on the allow list, but 'curl -x http://proxy.server:3128 https://www.nseindia.com' throws an error: curl: (56) Received HTTP code 403 from proxy after CONNECT.

Is this the right proxy server.

You probably will not be able to access nseindia from PythonAnywhere since they apply blocks that we have no control over.
