I have a custom plan with 3000 cpus/day, and for the past two days I've been immediately hitting the tarpit within a few minutes of running an ipython notebook with VERY minimal code execution.

I have no running consoles, no tasks, no always-on tasks, and all my web apps are currently disabled.

I don't know what's causing my CPUsec usage to spike up so precipitously. What could be causing this?

Do you see anything in your running processes list? You can fetch it at the bottom of the "Consoles" page. You can kill processes there.
