we are connecting to some rest ser vices hosted by a third party which uses ip address that comes on header to limit the number of requests to serve, They do this to ensure that everyone gets equal chance. if we purchase another instance, will we get a new IP address or will it be same as 35.173.69.207

The IP address 35.173.69.207 is for incoming requests -- that is, requests that are made to your website from browsers. Outbound requests to external APIs will come from other IP addresses; these may be the same or different for different websites -- in general they would be different, but we don't make any guarantees.
