are always-on tasks actually always running?

I'm considering upgrading to a paid account to run an always-on task, but it seems like even an upgraded account might not do what I want. I have a script that is supposed to listen for events on a stream continuously and update a database. If I only have a set number of CPU seconds for always-on tasks, this means that the listener will be inactive while CPU seconds aren't being used, right?
