I still get ConnectionRefusedError: [Errno 111] Connection refused.
The api for api.ai is at api.api.ai. Is that what you're trying to connect to?
yes,and I'm using the api.ai library
Ah. Then the issue is either that you need to configure the library to use the proxy (http://proxy.server:3128), or you need to raise an issue with the authors to honour the proxy settings from the environment.
