That's really strange. There are supposed to be a number of tabs for consoles, files, webapps, scheduled tasks and so on. We don't use Flash at all, so it's probably not the Flash plugin. What browser are you using? Could you try disabling plugins and see if that helps?
Firefox 17.0.1, Archlinux, xfce4; disabling flashplugin gives same result;
if use chromium, they are at right place;
